The Manager, Public Policy & Government Relations supports the development and execution of Canada Life’s public policy and government relations agenda by conducting research, preparing analysis, monitoring legislative and regulatory developments, drafting materials, and coordinating inputs across teams. The Manager also contributes to special initiatives through the policy insights pipeline, supporting advocacy activities and maintaining trusted relationships.

 

What you will do

 

Policy research, analysis & execution support

  • Research, monitor, and analyze federal and provincial legislative, political, and regulatory developments relevant to Canada Life.
  • Draft briefing notes, backgrounders, impact assessments, and decision-support materials for senior leaders based on policy trends and emerging issues.
  • Synthesize national and regional policy intelligence and flag emerging issues requiring escalation.
  • Support the preparation of horizon scans and insights documents for Director/VP consideration.

 

Government relations & advocacy support

  • Build and maintain trusted relationships with stakeholders and partners.
  • Coordinate preparation for meetings with federal, provincial, and municipal policymakers, including agendas, briefing packages, and follow-up materials.
  • Draft advocacy submissions, consultation responses, and stakeholder correspondence.
  • Track engagement activities, commitments, and outcomes to support enterprise reporting and measurement.
  • Support alignment of company positions and ensuring consistency and disciplined messaging.

Industry, stakeholder & coalition coordination

  • Coordinate participation in industry associations and policy forums, including gathering materials, preparing summaries, and tracking action items.
  • Support cross-industry consultation responses by developing drafts, consolidating internal inputs, and preparing review-ready materials.
  • Maintain stakeholder maps and contact lists, ensuring record accuracy and preparation for Director/VP engagement.

Issues management & reputation support

  • Monitor the policy issues pipeline, flagging risks and opportunities..
  • Prepare materials for cross-functional partners (communications, legal, compliance, risk, strategy) to support integrated issue management.
  • Draft content for executive briefings, education sessions, and external event preparation.
  • Ensure materials reflect established legal, compliance, and risk guidance by coordinating reviews and tracking approvals.

Operational coordination & team support

  • Coordinate workflows, track project timelines, manage shared calendars, and ensure deliverables are completed on time.
  • Maintain document repositories, trackers, and research files to support policy execution and institutional knowledge.
  • Assist with logistics for stakeholder engagements, roundtables, and advocacy activities.
  • Support reporting for leadership, including dashboards, summary updates, and engagement metrics.

 

What you will bring

  • 3–6+ years of experience in public policy, government relations, regulatory affairs, or related fields
  • Strong research, analytical, and writing skills, with the ability to summarize complex information clearly
  • Understanding of legislative and regulatory processes and experience monitoring policy developments
  • Ability to collaborate effectively across teams, manage multiple priorities, and coordinate deliverables
  • Excellent written and verbal communication skills, including preparation of briefing notes and presentations
  • Experience in financial services or a related policy environment is an asset
  • Bilingualism (English/French) an advantage

The base salary for this position is between $90,400 - $140,400 annually. This represents base salary only and does not represent other variable compensation components of our total compensation ( i.e. annual bonus, commission etc).
