The AVP Quebec Program Lead is a key part of the Canada Compliance team.

This individual will work closely with our Risk and Compliance Business Partners and 1st line of defence to provide advice, oversight, and challenge as it relates to all matters in Quebec. This role supports the business on Quebec based regulatory consultations and implementations in addition to liaising with regulators and relevant Quebec government bodies.

The AVP Quebec Program Lead, plays a thought leader role in relevant industry association committees and working groups, while partnering closely with the Industry Affairs and Government Relations team.

 

What you will do:

  • Provide independent oversight of operational and regulatory risks in Quebec impacting the business, reporting exposures to senior leadership, including the Chief Compliance Officer and Chief Risk Officer. Promote a compliance culture across the business.
  • Raise awareness of Quebec’s unique regulatory landscape within the Company and assist in identifying opportunities to reduce burden and harmonize with national processes.
  • Engage with stakeholders on initiatives.
  • Participate in and provide support for regulatory consultations arising out of Quebec.
  • Support the business in understanding requirements, expectations and associated business controls.
  • Identify and assess current and emerging risks and issues of non-compliance, examine root causes, report findings, and ensure risk mitigation and remediation by the business unit.
  • Provide support and expertise to assess risks for new products/services and significant initiatives impacting our Quebec business and customers, ensuring adequate risk mitigation strategies. Collaborate with Business Partners and action plan owners to investigate and address risk mitigation deficiencies.
  • Participate in industry committees to influence risk and compliance matters in Quebec and enhance awareness of practices.
  • Liaise with Quebec regulators through regular recurring and ad hoc meetings to ensure a strong relationship.
  • Coach and assess staff to ensure high-performing teams.
  • Report quarterly to senior management, escalating issues in a timely way.

 

What You will bring:

  • 7+ years in compliance or related management roles in the insurance/financial services industry
  • Bilingualism (French, English) is required to answer calls from French and English-speaking customers across Canada
  • Strong leadership skills with a focus on talent, development and training
  • Ability to work effectively and collaboratively with stakeholders to balance business objectives with regulatory risk thresholds.
  • Proficiency in interpreting and providing guidance on complex regulatory requirements.
  • Strong business judgment in complex situations.
  • Quebec specific subject matter expertise in regulatory risk.
  • Excellent communication and stakeholder engagement skills.
  •       Experience in providing independent oversight and challenging risk management systems and processes.
  • Skill in assessing risks of new products, services, and initiatives.
  • Direct experience in working with the AMF, RAMQ, Revenu Quebec, OQLF is considered an asset.
  • L.L.B., C.A., or other relevant professional designation an asset

The base salary for this position is between  $123,300 - $226,200 maximum annually.  This represents base salary only and does not represent other variable compensation components of our total compensation ( i.e. annual bonus, commission etc).  If you are selected to move forward in our recruitment process, your recruiter will be able to discuss additional details of our total rewards program with you.
